A. Before any person shall construct or enter into a contract for construction, installation, extension or alteration of a water system, an application for approval to construct shall be submitted to the department.
B. All applications required by subsection A of this section, and all corresponding department action and review, shall be pursuant to A.A.C. R18-4-501 through R18-4-509 which are incorporated herein by reference.
