Every waste collector shall maintain a telephone for the purposes of responding to inquiries and for the receipt of complaints. The waste collector's telephone number shall be listed in the telephone directory in the firm's name. At the specified telephone number, there shall be a person, personal answering service or recording service available for the receipt of telephone calls between eight a.m. and five p.m., Monday through Friday, holidays excepted.
