7.25.130   Disposal of recyclable materials.
   Waste collectors shall sell, give or otherwise transfer recyclable materials collected pursuant to this chapter to a recycling facility unless otherwise permitted in writing by the director based upon the nonavailability of an appropriate recycling facility.
