Residential waste collectors shall not collect solid waste within a residential area between the night-time hours of ten p.m. and six a.m. the next day. Collectors of nonresidential solid waste may provide collection services at any time; provided, however, that collections made within five hundred feet of a residential area shall be limited to the times specified for residential waste collectors. The director may waive these requirements when necessitated by conditions beyond the control of the waste collector.
