7.21.110   Connection to public sewer required—Exceptions.
   The storage and disposal of sewage shall be accomplished by connection to a public sewer unless otherwise specifically allowed pursuant to this chapter. If an on-site disposal system is specifically allowed pursuant to this chapter, the environmental officer may issue a certificate of approval to construct the following systems if they otherwise comply with the requirements of this chapter:
      1.   An individual septic tank system;
      2.   An alternative on-site disposal system if an individual septic tank system cannot meet minimum design criteria;
      3.   An earth pit privy if the on-site disposal systems provided for in paragraphs l and 2 cannot meet minimum design criteria;
      4.   Any other on-site disposal system such as chemical toilets, vault privies and pail or can privies if the on-site disposal systems provided for in paragraphs 1, 2 and 3 cannot meet minimum design criteria.
