7.21.020   Definitions.
   The following definitions shall apply throughout this chapter, unless a different meaning is clearly indicated by the context or is stated in any section of this chapter:
      1.   "Acre" means forty-three thousand five hundred sixty square feet.
      2.   "Alternative on-site disposal system" means any on-site disposal system other than a conventional septic tank system.
      3.   "Bulletin 12" means the Arizona Department of Environmental Quality Engineering Bulletin No. 12 dated June, 1989.
      4.   "Cesspool" means an underground excavation which receives the discharge of sewage.
      5.   "Disposal system" means a system for disposing of wastes, either by surface or underground methods, and includes sewerage systems, treatment works, disposal wells, and other systems.
      6.   "Human excreta" means human fecal and urinary discharges and includes any waste containing such material.
      7.   "Individual disposal system" means a device or system for the treatment or disposal of sewage from a single housing unit.
      8.   "Individual septic tank system" means a method of sewage disposal consisting of a covered settling tank and subsurface absorption disposal field or seepage pit.
      9.   "Minimum design criteria" means Bulletin 12.
      10.   "On-site disposal system" means any individual septic tank system or alternative disposal system installed at a site to treat and dispose of sewage or industrial liquid waste generated at that site.
      11.   "Pollution" means such contamination or other alteration of the physical, chemical or biological properties of any waters of the state, including change in temperature, taste, color, turbidity, or odor of the waters, or such discharge of any liquid, gaseous, solid, radioactive, or other substance into any waters of the state as will or is likely to create a public nuisance or render such waters harmful, detrimental, or injurious to public health, safety or welfare or to domestic, commercial, industrial, agricultural, recreational or other beneficial uses or to livestock, wild animals, birds, fish or other aquatic life.
      12.   "Public sewer" means a sewer located in a road, street, alley, or right-of-way used to convey sewage to community treatment and disposal facilities.
      13.   "Residential lot" means a lot improved, or to be improved, with a dwelling unit.
      14.   "Sewage" means wastes from toilets, baths, sinks, lavatories, laundries and other plumbing fixtures in residences, institutions, public and business buildings, mobile homes and other places of human habitation, employment or recreation.
      15.   "Sewage pumping truck" means any mobile vehicle designed and used for pumping, storing and transporting sewage or industrial waste from one location to another.
      16.   "Treatment works" means any plant or other works used for the purpose of treating, stabilizing or holding wastes.
      17.   "Waters of the state" means all waters within the jurisdiction of this state including all streams, perennial or intermittent, lakes, ponds, impounding reservoirs, marshes, watercourses, waterways, wells, springs, irrigation systems, drainage systems and all other bodies or accumulations of water, surface and underground, natural or artificial, public or private, situated within or bordering upon the state.
