The registrant shall allow the department to:
A. Enter and inspect the facility at reasonable times;
B. Have access to and copy, at reasonable times, any records applicable to the facility that are required to be kept pursuant to this title; and
C. Sample or monitor at reasonable times, for the purposes of assuring compliance with this chapter. Split samples shall be made available to the operator.
