The board of supervisors shall appoint a county administrator who shall serve at the pleasure of the board and whose compensation shall be as set by the board. Appointment of the county administrator shall be made on the basis of the administrative qualifications of the appointee. The county administrator shall be in the county personnel "unclassified service" and exempt from the county merit system.
