17.16.460   Heater-planer units.
   No person shall cause, allow or permit to be emitted into the atmosphere from any heater-planer operated for the purpose of reconstructing asphalt pavements smoke the opacity of which exceeds twenty percent. However three minutes' upset time in any one hour shall not constitute a violation of this section.
