A. Any person violating any of the provisions of this chapter shall be deemed guilty of a Class 1 Misdemeanor punishable by:
1. No less than a fine of five hundred dollars, not to exceed two thousand five hundred dollars for the first offense.
2. No less than one thousand dollars, not to exceed two thousand five hundred dollars for any subsequent offense.
3. No judge may impose probation in lieu of, or otherwise suspend, the imposition of the minimum fine prescribed herein.
B. A subsequent offense shall be deemed as any second or subsequent violation of this chapter by any pawnbroker, scrap metal dealer, secondhand dealer, junk dealer or junk collector within any 24 month period.
