The maximum allowable emissions discharge rate (in terms of mass per unit time) and mass concentration (in terms of mass per unit volume of gas) for a regulated air pollutant to which this article applies shall be those standards established in this article.
The use of air or other gaseous diluents solely for the purpose of achieving compliance with specified mass-concentration standard is prohibited.
