5.09.020   Restrictions on transactions.
   A.   Prohibited Activities:
      1.   A scrap metal dealer shall not enter into a good faith outright purchase of goods, wares, merchandise, scrap metal or other articles with a person who is less than eighteen years of age.
      2.   A scrap metal dealer shall not enter into a good faith outright purchase of any goods, wares, merchandise, scrap meta] or other articles that has a manufacturer's serial number that has been removed, altered or obliterated.
      3.   No scrap metal dealer or any employee or agent thereof shall receive any goods, wares, scrap metals, merchandise or other articles, whether on deposit, in pawn or pledge, or by purchase or otherwise, from any who appears to be at the time intoxicated or obviously impaired by any drug or alcoholic beverage.
   B.   Before entering into a good faith outright purchase of goods, wares, merchandise, scrap metal or other articles, a scrap metal dealer shall require the seller to identify himself with an identification document sufficient to verify the information required pursuant to 44-1625 of Ariwna Revised Statutes.
   C.   The scrap metal dealer shall retain any property obtained by good faith outright purchase in its original form for seven (7) days after the original transaction date at the place of business or other storage location approved by the local law enforcement agency.
