Every pawnbroker, secondhand dealer, junk dealer or junk collector within the county shall keep a well-bound book at his place of business, in which book a complete record of all transactions had by them shall be entered in the English language in a clear and legible manner and at the time when the transaction takes place, such book shall contain all the information required to be reported to the sheriff under the provisions of Section 5.08.020 and shall be available at all times for inspection by the sheriff or any officer designated by the sheriff.
