A. Particulate Matter (PM 10 )
1. The primary and secondary ambient air quality standards for particulate matter PM 10 are one hundred fifty micrograms per cubic meter of PM 10 — twenty-four-hour average concentration.
2. For the purposes of determining attainment of the primary and secondary standards, particulate matter (PM 10 ) shall be measured in the ambient air as PM 10 by:
a. A reference method based on 40 CFR 50, Appendix J, and designated in accordance with 40 CFR 53; or
b. An equivalent method designated in accordance with 40 CFR 53.
3. The primary and secondary twenty-four-hour ambient air quality standards for PM 10 shall be considered attained when the expected number of days per calendar year with a twenty-four-hour average concentration above one hundred fifty micrograms per cubic meter, as determined in accordance with 40 CFR 50, Appendix K, is less than or equal to 1.
B. Particulate Matter (PM 2.5 )
1. The primary ambient air quality standards for particulate matter (PM 2.5 ) are:
a. Twelve micrograms per cubic meter of PM 2.5 — annual arithmetic mean concentration.
b. Thirty-five micrograms per cubic meter of PM 2.5 — twenty-four-hour average concentration.
2. The secondary ambient air quality standards for particulate matter (PM 2.5 ) are:
a. Fifteen micrograms per cubic meter of PM 2.5 — annual arithmetic mean concentration.
b. Thirty-five micrograms per cubic meter of PM 2.5 — twenty-four-hour average concentration.
3. For purposes of determining attainment of the primary and secondary standards, particulate matter (PM 2.5 ) shall be measured in the ambient air by:
a. A reference method based on 40 CFR 50, Appendix L, and designated in accordance with 40 CFR 53; or
b. An equivalent method designated in accordance with 40 CFR 53.
4. The primary annual ambient air quality standards for PM 2.5 is met when the annual arithmetic mean concentration, as determined in accordance with 40 CFR 50, Appendix N, is less than or equal to twelve micrograms per cubic meter.
5. The secondary annual ambient air quality standard for PM 2.5 is met when the annual arithmetic mean concentration, as determined in accordance with 40 CFR 50, Appendix N, is less than or equal to fifteen micrograms per cubic meter.
6. The primary and secondary twenty-four-hour ambient air quality standards for PM 2.5 are met when the 98 th percentile twenty-four-hour concentration, as determined in accordance with 40 CFR 50, Appendix N, is less than or equal to thirty-five micrograms per cubic meter.
