17.04.420   Applicable implementation plan; savings.
   No rule adopted in this title shall preempt or nullify any applicable requirement or emission standard in an applicable implementation plan unless the control officer revises the applicable implementation plan in conformance with the requirements of 40 CFR Part 51, subpart F, A.R.S 49-404, and the administrator approves the revision.
