17.04.180   Establishment.
   The board of supervisors, pursuant to A.R.S. 49-478, shall appoint an air pollution hearing board (to be known hereafter as the air quality hearing board) to serve in a quasi-judicial capacity regarding enforcement proceedings and other legal matters required by Arizona Revised Statutes.
