Whenever an opinion of the city shall become necessary and advisable to renumber any or all buildings, mobile homes, structures or units of multi unit structures on a street or road, it shall make a list of renumbered properties and/or street names and notify the owners or occupants thereof of the renumbered address for display upon the property as herein provided.
