The Budget Officer may at any time transfer any unencumbered appropriation balance or portion thereof between general classifications of expenditures within an office, department, or agency. At the request of the Budget Officer and within the last three (3) months of the budget year, the Board of Commissioners may, by resolution, transfer any unencumbered appropriation balance or portion thereof from one office, department, or agency to another. No transfer shall be made from the appropriations required by § 36.28 (A) (1) - (3).
