After the conclusion of the public hearing, the Board of Commissioners may insert new items or may increase or decrease the items of the budget, except those items in proposed expenditures fixed by law or prescribed by § 36.28 (A)(1) - (3); however, where it increases the total proposed expenditures, it shall also increase the total anticipated revenue to at least to equal such total proposed expenditures.
