§ 72.16 OPERATION OF OFF-ROAD VEHICLES PROHIBITED.
   It shall be unlawful for any person under the age of 16 years to operate an off-road vehicle upon any street or highway within the corporate limits of the town, except as provided hereinbelow in the event of an emergency.
