854.02   FOOD TRUCK PERMIT AND EXCEPTION.
   (a)   The City Manager, or his/her designee, shall create a mobile food truck registration form and place such form on the City website. Each mobile food truck operator shall, prior to commencing operations within the City, shall submit an application for registration to operate a mobile food truck within the City.
   (b)   The City shall, no later than ten days after receiving a fully executed application for registration to operate a mobile food truck within the City and all other required documents and information, issue a permit for the mobile food truck operator to operate a mobile food truck within the City.
   (c)   The mobile food truck permit must be on display, on the mobile food truck, in full sight to see at all times while the mobile food truck is operating within the City.
   (d)   The mobile food truck permit is specific to the mobile food truck and the mobile food truck operator.
   (e)   Mobile food truck permits will automatically expire each year on December 31.
   (f)   A food truck operator operating within a special event that has received the special event permits and approvals required by the City for the special event, is not required to obtain a food truck permit for operation during the special event. If the food truck desires to operate any other times in the City outside the period of the special event, it must obtain the food truck permit.
