(a) Any owner or agent in charge of a single-family residential dwelling unit who is denied a registration, tenant rental license, or renewal of the same may file an appeal within thirty days of the denial in a manner prescribed by the City Manager or his/her designee.
(b) The appeal shall be heard within thirty days of the date of filing of the appeal by the Board of Zoning Appeals at a public hearing.
