(a) No person shall ride a bicycle upon a sidewalk when signs have been erected by authority of Council or other duly designated local authority prohibiting such bicycle riding.
(b) Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian.
(c) This section shall not apply to City of Pickerington Police Department and Fire Department personnel acting within the scope of their official duties while riding a bicycle.
