266.03 ALTERNATIVE BOARDS AND COMMISSIONS MEMBERS.
   (a)   Creation. There is hereby created a “Bench” of six members to serve as alternates as needed on all Boards and Commissions with the exception of the Planning and Zoning Commission pursuant to Charter Section 6.06. All Bench members shall meet the qualifications required of all Board and Commission members.
   (b)   Term. Council shall appoint six members to the Bench as follows:
      (1)   Two members for two, three and four years for an initial term, respectively.
      (2)   Subsequent appointments to the Bench shall serve a four-year term of office.
   (c)   Powers. Members of the Bench when serving on a Board or Commission shall have the identical powers as the current members of the respective Board or Commission.
   (d)   Selection Process. The City Clerk shall keep a list of the Bench members and ask members to serve in a preset order. Once a Board member is called said member shall not be called to serve again until all other Bench members have been asked to serve.
   (e)   Appointment to Serve on Board or Commission. Bench members shall only sit as a member of a Board or Committee to assure a quorum of a regularly scheduled Board or Commission meeting. While sitting, pursuant to Subsection (c) above, the Bench member shall have the identical powers as the current members of the respective Board or Commission
