In the interpretation of the text, the rules contained in this section shall be observed and applied, except when the context clearly indicates otherwise. The following rules apply to the text:
(a) The particular shall control the general.
(b) In case of any difference of meaning or implication between the text and any table, the text shall control.
(c) The word "shall" is mandatory, the word "may" is permissive and the word "should" is a preferred requirement.
(d) Words used in the present tense shall include the future; words used in the singular number shall include the plural, and the plural the singular, unless the context clearly indicates the contrary.
(e) The word "lot" includes the words "plot" or "parcel."
(f) The phrase "used for" includes "arranged for," "designed for," "intended for," "maintained for" or "occupied for."
(g) The term "and/or" shall be interpreted to mean a whole set of situations or any part thereof.
(h) Where there is question about the intended meaning of any provision of the text, the Board of Zoning Appeals may interpret its meaning. Before reaching a decision in response to any such request, the Board shall obtain the written opinion of the Development Services Director and the Law Director.
