(a) Utility construction shall be in accordance with current design and construction standards. This applies to utilities within the pavement and where two utilities cross each other. Design and installation shall attempt to maximize the available space within the right-of-way while maintaining minimum clearances between utilities.
(b) Any utility which crosses under a railroad right-of-way shall be constructed to the specifications of the railroad. Where such projects are developer built or funded, all fees to the railroad, including approval, permit, inspection and permanent right-of-way fees shall be paid by the developer.
