Minimum pavement widths, edge to edge of pavement, not including curb and gutter, installed at the subdivider's expense, shall be as follows:

Cul-de-sac streets in standard subdivisions shall not exceed 600 feet in length. The pavement of the turning circle on a cul-de-sac shall have a minimum outside diameter, at the edge of the pavement, of eighty feet. Street type shall be designated by the Engineer in cooperation with the City Manager. The Engineer may increase or decrease pavement widths when these minimum widths are not appropriate for a specific situation.
