(a) All improvements required herein and designated for dedication as public infrastructure and/or designated as "Essential Elements" by the Engineer shall be completed prior to the completion and occupancy of buildings or structures for sale or lease, in accordance with the following rules for types of construction.
(b) In the case of residential buildings or structures (one-family units only), improvements, including, but not limited to, water, sewer, storm sewer, retention/detention areas, streets and curbs, shall be completed for each phase of a development prior to the construction of any homes for sale or lease, except that up to two model homes may be constructed such that they may be occupied at the time the public improvements are complete and accepted by the Engineer.
