(a) The arrangement, character and location of all streets shall be considered in their relation to public convenience and safety. The street pattern shall discourage through traffic on local and collector streets in the interior of a subdivision.
(b) Permanent dead-end streets shall not be permitted. Temporary dead-end streets (stub streets) shall be permitted only if a temporary turn-around is provided. Dedication of new half-streets shall not be permitted.
(c) Street names shall be reviewed by the Fire Chief, the Police Chief and the Engineer, any of whom may reject or modify such names.
