Since temporary permits will have a direct bearing on the acquisition of access rights and rights-of-way in the future, they are to be recorded in the deed or abstract and duly recorded with the proper agency. In case the property under permit changes ownership before the facility is physically converted to a limited access control facility, or improved, as the case may be, a recorded permit will be more effective in maintaining the rights of the Municipality as noted in the application.
