All work on private entrances, driveways and approaches shall be done under the inspection and to the satisfaction of the Engineer, and the entire expense of constructing such private entrances, driveways and approaches, and related inspections, including a five percent administrative fee, shall be borne by the person, firm, corporation or developer to whom such permit is given. Such fees shall be paid in accordance with the schedule adopted and approved by City Council.
