1210.04 OBJECTIVES.

   The objectives of these regulations are as follows:

   (a)   To promote greater safety of passage between roadway and land;

   (b)   To improve the convenience and ease of movement of travelers on the roadway;

   (c)   To increase and protect the capacity of the roadway; and

   (d)   To protect the reasonable economic development of the land.
