SECTION 7.18. PROCEDURE IN BOND ISSUES.
   Except as otherwise provided in this Charter, the procedure followed in authorizing and issuing bonds and notes and applying the proceeds shall be in accordance with the provisions of the Uniform Bond Law as established by the Ohio Revised Code.
