SECTION 9.03. PERSONNEL APPEALS BOARD.
   There shall be a Personnel Appeals Board of three (3) members, appointed by Council whenever it is deemed necessary, to serve for the purpose and during the period specified by Council. The Personnel Appeals Board shall be established to hear appeals whenever any official or employee in the competitive service feels aggrieved by any action of the City Manager or is suspended, reduced, or removed and requests such hearing. The Board shall have power to subpoena witnesses and require the production of records.
