SECTION 7.16. POWER TO INCUR INDEBTEDNESS.
   The City may incur indebtedness, upon authorization of Council, by issuing its negotiable bonds and notes in anticipation of bonds, pursuant to this Article, to finance any capital project which Council may decide to construct or acquire.
