Pursuant to the provisions of the Ohio Revised Code, Section 5705.02, Council shall have authority to levy not more than ten (10) mills of general property tax for all City purposes, as specified in the annual budget, without a further popular vote than the approval of this Charter or a levy may be made by popular vote in the manner provided by law.
