Except as otherwise provided in this Charter, transfers of appropriations shall be allowed as outlined in the Ohio Revised Code. Money appropriated for debt which the City is legally bound to pay, shall not be transferred. Council may at any time amend or revise the budget, by ordinance, provided the budget as amended does not authorize the expenditure of more revenue than will be available.
