Upon adoption, the budget shall become effective as of the first day of the budget year and shall constitute an appropriation of the several items and approval of the work projects without further legislation. A copy of the budget, certified as correct by the City Manager and the City Clerk shall be filed with the Director of Finance, official copies transmitted to each organizational unit of the City, and to the libraries, newspapers and television and radio stations of the City and filed with County and State offices as may be required by law. Citizens and citizen organizations may obtain copies from the City Clerk.
