SECTION 6.03. BOARD OF ZONING APPEALS.
   There shall be a Board of Zoning Appeals consisting of five (5) members who are not on the Planning and Zoning Commission or Council.
   The Board shall adopt its own rules for the conduct of its business and elect its own officials annually. All action must be by the affirmative vote of at least three (3) members. The Board of Zoning Appeals shall be a continuing body.
   The Board of Zoning Appeals shall have the powers conferred upon it by Council.
