SECTION 5.08. FIRE DEPARTMENT.
   A City Fire Department may be organized by Council. If and when such Department is established, it shall have the function of providing all fire protection and life squad service within the City. The Department shall be under the direction of a Fire Chief who shall report to the City Manager for administrative purposes. The appointment and removal of all members of the Fire Department, including the Fire Chief, shall be made by the City Manager with the consent of Council, pursuant to the provisions provided for in the Ohio Revised Code, unless contrary procedures are subsequently adopted by Council.
   The operating rules and procedures shall be established by the Fire Chief with the consent of the City Manager. Council may require additional requirements by ordinance concerning such operating rules and procedures. The City shall have the power to contract with one or more townships, municipal corporations, or private fire companies, to render or receive fire protection and life squad service.
