SECTION 5.03. DIRECTOR OF FINANCE.
   Council shall appoint and may remove the Director of Finance. The Director of Finance shall serve as the fiscal and accounting official of the City. The Director of Finance shall receive, collect, deposit and invest all monies due the City and sign all checks and vouchers for their disbursement, and shall have such other duties as given in the Ohio Revised Code. The Director of Finance shall provide the City Manager with a financial statement no later than January 15 each year and provide other financial information as required by the City Manager. The Director of Finance is the official custodian of official bonds and of instruments for the payment of money of the City and shall perform all other financial duties imposed upon the Director of Finance by any Council measure. Council shall establish the salary of the Director of Finance by ordinance. Council shall be authorized to appoint a bonded person to sign checks and vouchers in the event the Director of Finance is unable to do so.
