The Mayor shall appoint, with the concurrence of Council, an official of the City who shall have the title of City Manager and shall have the powers and perform the duties set forth in this Charter. No Council member or the Mayor shall be eligible for appointment as City Manager during the term for which the Council member or the Mayor has been elected or for one year thereafter.
