Council shall meet at such times as set by its rules, but not less than once a month. A Council majority shall constitute a quorum to do business, but a lesser number may adjourn by majority vote from day to day, and compel the attendance of absent Council members in such manner.
Special meetings may be called by the Mayor or three (3) Council members. All meetings of Council shall be open to the public, except as allowed by the laws of the State of Ohio.
