As used in this chapter, "costs" includes any costs incurred due to the use of employees, materials or required equipment of the Municipality, all costs incurred arising from contracts for materials, labor or equipment and all costs of publication of any notices or publication required under this chapter and Ohio R.C. 3929.86.
