The razing or demolition of buildings and/or structures under the provisions and terms of this chapter shall include the removal of all garbage, rubbish and building materials of any kind or nature from the land which is the site of the fire, and demolition shall include, but not be limited to, the removal of all walls, foundations and structures existing above grade and the filling to grade of all basements and other depressions below grade.
