A person who has been issued a building permit for a specific house plan for a specific lot or parcel of property, and, if in a subdivision where all required infrastructure improvements for its section have been completed, may have the Building Department transfer the building permit to another lot or parcel of property and/or to another person, so long as the new lot or parcel of property, if in a subdivision, is also in a section where all required infrastructure improvements have been completed. A fee of sixty dollars ($60.00) shall be paid for the transfer of the building permit. Such transfer shall not extend the original permit's time for work to commence. If a different house plan is desired, or necessary because the original house plan will not fit the new lot, then the transferee shall pay the same, non-refundable building permit application fee as is required for an original building permit in order to have the new plan reviewed and approved. Such transfers of issued building permits are not subject to the growth management lottery requirements of Ordinances 2003-41 and 2003-47, however, this section only applies to building permits issued pursuant to such ordinances or applied for prior to the effective date of such ordinances. Any building permit for which applications for such building permits were submitted to the City prior to August 1, 2004, may be transferred in accordance with this section.
