1080.01 DEFINITIONS.
   For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein. The word "shall" is always mandatory and not merely directory.
   (a)   "Automobile parts" means and includes any portion or parts of any motor-driven vehicle as detached from the vehicle as a whole.
   (b)   "Commercial establishment" means and includes all other premises and institutions, public or private, charitable or noncharitable, upon which garbage or rubbish, or both, is or are created.
   (c)   "Garbage" means all putrescible waste except sewage and body waste, including vegetable and animal offal and carcasses of small dead animals, but excluding recognizable industrial by-products, and shall include all such substances from all public and private establishments and from all residences.

   (d)   "Grass clippings" means severed pieces remaining after routine mowing of any of a variety of green plants with bladelike leaves used for ground cover and/or lawns and/or noxious weeds, as defined in Section 680.01 of the General Offenses Code.

   (e)   "Hauler" means any person, firm, partnership, association, corporation, company or organization of any kind who or which collects rubbish and garbage in the Municipality.
   (f)   "Householder" means the head of a family or one maintaining his or her separate living room or quarters on a premises and shall include owners, tenants and occupants of all premises, upon which garbage or rubbish, or both, is or are created.
   (g)   "Manager" means the Manager of Pickerington.
   (h)   "Motor vehicle in inoperative condition" means and includes any style or type of motor-driven vehicle useful for the conveyance of persons or property, in an inoperative and unlicensed condition upon public or private property for more than two weeks without being obscured from public view.
   (i)   "Municipality" means the Municipality of Pickerington, Ohio.
   (j)   "Premises" means land or buildings, or both, or parts of either or both, occupied by one householder or commercial establishment.
   (k)   "Refuse" means only such matter or materials as was or is, either in fact noxious or had been refused and abandoned by its owner as worthless, including loose trash, garbage and food wastes.
   (l)   "Rubbish" means ashes, bottles, broken glass, crockery, tin cans, cast iron, printed matter, paper, boots, shoes, hats and other clothing. It does not, however, include any material in the nature of earth, sand, brick, stone, plaster, ashes or other substances that may accumulate as a result of building operations.
   (m)   "Scrap metal" means and includes pieces of or parts of steel, iron, tin, zinc, copper, aluminum or any alloy thereof, whether covered with porcelain or any other materials, whether intact or in parts, which have served their usefulness in their original form and can no longer be used or useful for their originally intended purpose.
   (n)   "Used building materials" means and includes any material, such as wood, lumber, plaster, stone, brick, cement block or any composition thereof, used or useful in erection or construction or which remains because of destruction, incompletion or deterioration and has become unusable.
   (o)   "Used or abandoned bicycles or parts thereof" means used and discarded bicycles in an inoperative condition which have remained in such condition for a period of not less than ten consecutive days.
