(a) The Finance Director shall establish a proper system of accounting and shall keep proper records, books and accounts in which complete and correct entries shall be made of all transactions relative to the sanitary sewer system.
(b) The sewer service charge shall be reviewed annually by the City in order to determine whether or not it is sufficient to defray costs for debt service and OM&R of the sewerage system and to re-proportion allocated costs between debt service and OM&R if necessary.
(c) Each user is to be notified as least annually, in conjunction with a regular bill, of that portion of the sewer service charge which is attributable to OM&R costs of wastewater treatment services.
(d) Every person whose premises are served by said sewage works shall be charged for the services provided. No user shall be granted service without charge.
