The developer, owner or subdivider of any finally platted lands in the Municipality may, if he or she so elects, prepay the connection fees subject to the provisions of other ordinances and resolutions. However, if charges are increased between the time of prepayment and the time the service connection is made, the owner, developer or subdivider shall pay the difference between the new rates and the prepaid fees at the time the connection is actually made.
