In the event that any person disagrees with the City on any decision, finding or proposed action, that person has the right to appeal the decision, finding or proposed action to the City within thirty days of the decision, finding or proposed action.
The person making the appeal shall state the grounds for the appeal in writing to the Manager. The appeal shall be worded in a clear and concise manner and include all necessary information to permit the City to perform an adequate review of the grounds for the appeal. Upon review, the City shall render a final decision.
